29 February 2020 The financiers of the Economic and Financial Police unit of the Guardia di Finanza and the Carabinieri of the Operations Department - Investigation Unit of Palermo, as part of investigations coordinated by the local Prosecutor's Office and in execution of an order issued by the investigating magistrate, arrested two councilors municipal: Sandro Terrani, member of the Budget, Finance and Tributes Commission, and Giovanni Lo Cascio, president of the Urban Planning, Public Works, Private and Residential Public Construction Commission.

The municipal officials Mario Li Castri, former manager of the technical area of ​​urban redevelopment and infrastructure, Giuseppe Monteleone, former manager of the one-stop shop for productive activities, the professional Fabio Seminerio, architect, and the entrepreneurs Giovanni Lupo and Francesco La Corte, were also arrested. respectively de facto and legal administrator of Biocasa srl ​​which operates in the building sector. The architect Agostino Minnuto was notified of the obligation of daily presentation to the judicial police.

The disputed crimes, for various reasons, are corruption for an act contrary to the duties of office, corruption for the exercise of the function and false.

The investigative hypotheses that resulted today in the "Giano bifronte" operation of the Guardia di Finanza and Carabinieri, which shed light on a business committee made up of politicians-bureaucrats and entrepreneurs in the Municipality of Palermo, were also confirmed by the statements made by the Justice collaborator Filippo Salvatore Bisconti, building contractor in the metropolitan area of ​​Palermo, taken under arrest by the Carabinieri for mafia association on December 4, 2018 (operation Cupola 2.0) as head of mandate of Misilmeri-Belmonte Mezzagno. Bisconti reported circumstances and dynamics within the municipal technical offices, with particular regard to the interests cultivated for years in the construction sector.
