His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, in his capacity as Ruler of Dubai, issued Decree No. (8) for the year 2020 regarding the determination of the competent authority in the Emirate of Dubai, for the purposes of implementing Federal Law No. (14) of 2017 regarding circulation Petroleum products.

The Energy Council supervises and inspects petroleum trading facilities.

The decree stipulated that the Supreme Energy Council is the concerned authority in the Emirate of Dubai to carry out all tasks and powers entrusted to the competent authority, according to Federal Law No. (14) of 2017 regarding the circulation of petroleum products and its executive regulations, and the decisions issued pursuant thereto, and in particular the issuance of permits for the circulation of petroleum materials In the Emirate of Dubai, specifying the petroleum products that may be traded, the activities associated with them, and supervising and inspecting the facilities authorized for circulation.

According to the decree, the Supreme Council of Energy shall have the assistance of public or private bodies, to assist him in carrying out the tasks and powers entrusted to him, according to an agreement according to which the rights and obligations of both parties are determined.
