First, strengthen the implementation of the main responsibility. Governments, departments, and units must conscientiously implement various measures for epidemic prevention and control in accordance with the relevant requirements of the "quartet responsibilities," and keep their own people and guard their own doors. We will step up efforts to improve the reporting system for sick leave, identify the cause as soon as possible, strengthen source control, and strive to be a "zero-infection" unit. The main responsible comrades of each unit are to strengthen the heart of victory, responsibility, love, prudence, be a pioneer, dare to take the lead, take the initiative and act actively, ensure full coverage, no dead ends, and implement it without fail. Second, strengthen regional group defense and group control. 3. Continue to strictly manage personnel entering (returning) to Beijing. All units shall contact the personnel currently stranded in areas with high epidemic outbreaks such as Hubei and clarify the requirements of not returning to Beijing temporarily without permission. For those who enter or return to Beijing in other regions, strictly supervise the implementation of the relevant regulations on home or centralized observation for 14 days, and cooperate with the community (village) in the place of residence to do a good job of prevention and control. . Strengthen the supervision and guidance of outsourcing service units and urge the strict implementation of relevant requirements for personnel to enter (return) to Beijing. Immigrants who have come to or from areas with severe epidemics in departing countries should stay at home or focus on observation for 14 days after arrival in Beijing to strictly prevent the risk of epidemic import.
4. Strict prevention and control requirements for medical institutions. Strengthen the industry supervision responsibility of the health and health authorities and the main responsibility of medical institutions, and solidly carry out various tasks of hospital infection prevention and control. Except for emergency and hot outpatient clinics, all hospitals at the second level and above implement full appointment registration and real-name registration of visitor information. Basic information about sent out patients should be reported to the competent health department in a timely manner.

All units must strictly implement their management responsibilities for their own employees, comprehensively grasp the situation of family members leaving, returning to Beijing, and quarantine, and try to eliminate blind spots and dead ends as much as possible.
7. Strengthening the prevention and control of epidemic situation in universities. Education authorities and universities should further discipline and reiterate the requirement for students not to return to school. We must find out the number of students who have returned to Beijing, follow up closely, and strengthen management. Improve the school-field coordination mechanism, strengthen the management of family districts within the school, and effectively implement joint prevention and control measures. Supervise and guide foreign teachers and international students to strictly implement the requirements of Beijing epidemic prevention and control. Employers who are still planning to recruit college graduates outside Beijing must not violate the requirements for prevention and control and urge them to return to Beijing.
Eighth, highlight the prevention and control of epidemics in key areas. Pay close attention to the gathering of people around parks and scenic spots, and introduce targeted flow control measures.
