These proposals should be included in the second article of the relevant bill, the first part of which concerns amendments to the main law, and the second all-Russian vote.

“The appointment of an all-Russian vote on the approval of amendments to the Constitution of Russia will be carried out by presidential decree, which should contain the issue submitted to the all-Russian vote,” the parliamentarian said.

According to RIA Novosti, referring to the amendment received by the committee, the CEC of Russia approves the procedure for such a vote within three days from the date of publication of the presidential decree.

The CEC also determines the procedure for financial support for the preparation and conduct of voting, informs citizens about its preparation and conduct, including the possibility of familiarizing them with the text of amendments to the Constitution.

The CEC establishes a procedure for accrediting media representatives to participate in voting coverage.

The previously published results of a VTsIOM survey showed that 66% of Russians said they could vote on constitutional amendments.
