As stated on the HRC website, relevant appeals were sent to the Prosecutor General and the Investigative Committee of Russia.

“The Council ... sent inquiries to the General Prosecutor’s Office and the Investigative Committee of Russia related to the investigation of complaints of torture by the defendants in the criminal case of the Network,” the report said.

The Council’s statement noted that the persons involved in the case during the investigation stated that they had been tortured by FSB officers, in particular, according to them, the corresponding actions were carried out using electric current. Members of the HRC partially examined the investigation materials on these allegations and are inclined to believe that it could have been conducted inefficiently.

“The council asks the leadership of the Prosecutor General’s Office and the Investigative Committee to carefully study the materials of the checks carried out by the military investigating authorities on allegations of torture received from the defendants in the Network,” the text of the appeal says.

The HRC is also asked to verify the validity of the decision to refuse to institute criminal proceedings, which was issued based on the results of inspections.

On February 10, the Volga District Military Court in Penza sentenced seven people involved in the Network case to imprisonment for a term of six to 18 years.
