In Gongchon-dong, Seo-gu, Incheon, there is a shooting range for the 17th Army Division. Under the corps, about 30 units are trained to fire year round. Shooting training usually takes place up to 200 days a year, or as many as 230 days a year.

But last year, only 130 days. The organization, called the Chuchu Hall Shooting Range Closure Committee, was organized and failed to train fire on the canisters that claimed private property rights.

The residents' backlash from noise is often around military ranges. But the shot hole range is very different. The Shooting Range Closing Committee was not organized voluntarily by the residents around the shooting range, but was led by Seojin Construction, a mid-range construction company in Gwangju.

Seojin E & C bought 170,000 pyeong of land around the shooting range last year. I thought I had a shooting range and I bought it, but the army told me to get rid of it. Although he has been accused of police for violating the Military Facility Protection Law, Seojin E & C is warning of action again in spring.

Moreover, Seojin Construction is well versed in this field. In Hampyeong, Jeollanam-do, some land is carved in the middle of the planned golf course of others. The 17th Division feels that they have met the 'player' properly. ● Buy land next to Mt.Chohol Shooting Range and demonstrate "close shooting range"

Seojin E & C bought 170,000 pyeong of land around the 17th Division's Michu Hall Shooting Range in February. It is the land surrounding the shooting range. You cannot enter the shooting range without stepping on the ground of Seojin Construction.

Seojin Construction moved in earnest from February last year, one year after buying land. He created and protested the shooting hall closure committee. Iron bars were placed in front of the main entrance of the shooting range to prevent vehicles and soldiers from entering, and at the same time, they hit the fence to block the shooting range.

In this case, soldiers can still go around the mountain roads and crossroads to reach the shooting range. But the ambulance had no way into the shooting range. You can't shoot without an ambulance. So shooting was stopped until I picked up the fence and the iron stakes.

In addition, last year's shooting rangers struck tents, parasols, next to the shooting range fences. Shooting bullets hit the stone and bounced sideways, killing people.

An official from the 17th Division said, "I also reported to the police, but I couldn't force myself to do anything on my property." As a result, last year, the training range for Michuhol Shooting Range was only 130 days. In the average year, you can shoot for more than 200 days, at least 35% of the training.

Residents living near the shooting range are not active in the shooting closure protests. Four people in two families live within a one kilometer radius of the shooting range. Naturally, they are suffering noise damage, and the 17th Division also provides some compensation and support. A resident, 150 meters from the shooting range, said, "It's a private land, but it's a principle to support a soldier with a state." An official from the resident center explained, "The shooting range is formed toward the valley so you can't hear it unless you go straight ahead."

At the end of last year, the 17th Division filed five members of Seojin E & C to the Incheon Police Agency for violating the Military Facility Protection Law, and the police sent them to the prosecution for prosecution. But officials at Seojin E & C said, "We have done all the people's consent." From March, we will meet again and put in complaints and act again.

● Seojin Construction in Hampyeong, Jeonnam…

The 17th Division is also considering purchasing some of Seojin E & C's land, but Seojin E & C is not an ordinary payer. The 17th Division is no match for Seojin E & C in the land-related transfer helmet. In Honpyeong, Jeollanam-do, the golf course business is settled down as the company purchases the land of amidst the projected sites of other construction companies. Daesung E & C and Hampyeong-gun, Jeonnam, have been promoting the construction of advanced agricultural technology centers, natural ecological parks, tourist experience centers, and golf courses since 2004. Among them, the golf course was announced in January last year after completing the city planning review, decision notification, notification of designation of the implementer, and environmental impact assessment.

As a result, Daesung E & C purchased 96% of the golf course in Daedong-myeon, Hampyeong-gun, and the operation of Seojin Construction began in February last year. Chairman Seo Jin Construction and others bought five parcels of less than 10,000 pyeong in the planned site of Daesung E & C in February ~ March.

Seojin E & C is grasping the land and the golf course creation project is in danger of being stopped. Since Seojin E & C operates a golf course 15km away from the planned site of the golf course, there is a suspicion that there is a 'knowing' to prevent the construction of a competitive golf course.

The 17th Division, which has been under pressure to close the shooting range, is not able to find out how to solve it. The reporter called Seojin E & C's new chairman, Seojin E & C to do more than 10 phone calls, text messages, and visited the head office to ask why Seojin E & C bought the land around the shooting center of Incheon and Chumyeong County.
