In the fall of 2019, the then municipal council in Kramfors went out and accused a number of municipalities of dumping socially vulnerable people in Kramfors.

- Can we behave like this between municipalities? asked Jan Sahlén (S) in SVT News Västernorrland.

Kramfors did its own survey which showed that a number of people moved in from some Stockholm municipalities. Most were newly arrived. The designated Stockholm municipalities rejected the criticism, saying that they did not actively send people away to other municipalities.

"Have nowhere to go"

In Ljusnarsberg you have seen examples of when people moved to apartments that they later cannot stay in, due to the poor condition.

- These homes are not always so good. They are substandard many of these homes. Not everyone, but many are. So they are deceived to move to housing that is not always so good, says Camilla Hofström, unit manager for individual and family care.

She has done a similar survey to the one in Kramfors, after they began to notice that the costs of supply support increased.

- The majority are people with complex problems, ie mental ill-health, abuse, crime. A lot of people have been in prison and come out and have nowhere to go and so you get an apartment, says Camilla Hofström.

In January, Lena Micko (S), Minister of Civil Affairs, met with a number of rural municipalities on the phenomenon, which some have called social dumping. The minister then promised a survey.
