"We also cannot help but be consciously or unconsciously trying to replace the Minsk formula - the basis of the settlement - with other formats, for example, the" Norman "format, which was created to support the implementation of the Minsk agreements," he said at a meeting of the UN Security Council on Ukraine.

According to Nebenzi, the implementation of the Minsk agreements will be a decisive factor for Russia in assessing the feasibility of holding a new Norman summit.

The diplomat emphasized that out of 13 points of the agreements signed in Minsk, only two are being implemented.

Earlier, the Russian Foreign Ministry said that the decision to hold the next summit in the Norman format would be made based on the results of the implementation of current agreements.
