Along with this, Demmer added that the recent aggravation of the situation in the Donbass has led to deaths and what should be investigated by an independent agency.
She also noted that the OSCE observation mission should study all the circumstances of the incident.
Earlier, the self-proclaimed Donetsk and Lugansk people's republics and Ukrainian security forces accused each other of shelling.
President of Ukraine Vladimir Zelensky called the aggravation an attempt to disrupt the peace process.
