His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, issued Council Resolution No. 10 of 2020 regarding amending some provisions of Council Resolution No. 31 of 2018 regarding the Dubai Urban Plan 2040, and the amendment included replacing the texts of articles numbers 1 ”,” 3 ”,“ 4 ”,“ 6 ”,“ 10 ”, and“ 12 ”from Resolution No. 31 of 2018.
The new text of Article No. 1 concerned the definitions contained in the resolution, while Article No. 3 concerned with the formation of the Supreme Committee formed to oversee the project to prepare the Dubai Urban Plan 2040, and stipulated the formation of a Supreme Committee called “The Higher Committee for the Dubai Urban Plan 2040”, headed by the Director General, Chairman of the Board of Directors of the Roads and Transport Authority, in his capacity as the Commissioner-General on the path of infrastructure, urban planning and quality of life, and the membership of both the Managing Director and CEO of Dubai Electricity and Water Authority, the Director General of the Land and Property Department, the Director General of Dubai Municipality, the Director General of the Dubai Development Authority, and the President Tuna Ive of Ports, Customs and Free Zone, and the representative of the General Secretariat of the Executive Council.
The new text of Article No. 4 includes the terms of reference of the Supreme Committee and includes general supervision of the project for preparing the Dubai Urban Plan 2040, the work of the executive team and providing the necessary support and guidance to it, and taking decisions related to the contractual aspects of the project, as well as the necessary decisions in all matters and matters before the committee By the executive team in charge of project management and implementation, reviewing project results and outputs, proposed policies and initiatives, validating their quality, and seeking the assistance of experts and consultants when necessary to advise on what is offered Z of the Supreme Committee, and submit them to the Council of Strategic Affairs of the Executive Board for approval, in preparation for approval by the Executive Board, as well as any other duties or powers are assigned to the Committee by the Chairman of the Board of Strategic Affairs of the Executive Board or Chairman of the Executive Board.
Article (6) included the terms of reference of the executive team in charge of managing and implementing the project to prepare the Dubai Urban Plan 2040, and included: preparing documents for request for proposals to attract consulting firms to implement the project, including the scope of the consultation, the method of its presentation and the timetable required for its implementation, and presenting it to the Supreme Committee for approval, and studying the presentations From the consulting firms and evaluating them, and submitting the necessary recommendations in this regard to the Supreme Committee to take a decision regarding awarding the project implementation contract to the appropriate consulting company, and preparing the work plan and methodology for developing the project in cooperation with the executing company To the project, present it to the Supreme Committee for approval, review the outputs and progress reports of the project, and submit appropriate recommendations to the Supreme Committee for guidance.
The terms of reference for the project’s executive team, according to the new text, include: coordination and consultation with the parties concerned with the project, studying and evaluating its observations and recommendations, submitting them to the Supreme Committee for guidance on them, providing, collecting and analyzing data and plans received from the concerned authorities according to the project’s requirements, proposing the necessary procedures for its implementation, and working to overcome Obstacles that may face the progress of work therein, and submitting the necessary recommendations in this regard to the Supreme Committee, in addition to any other tasks or powers that the executive team is entrusted with by the Supreme Committee.
Article No. (10) is concerned with the mechanism for appointing the reporter of the Supreme Committee, which is decided by the Chairman of the Supreme Committee from among the employees of the Roads and Transport Authority, as well as the reporter of the executive team for the urban plan preparation project, which is appointed by the Director General of Dubai Municipality from among the employees of the municipality, and the article also included a detail of the tasks Assigned to each of the rapporteurs.
Article 12 stipulates that the Roads and Transport Authority shall provide administrative and financial support to the Supreme Committee and those who seek the assistance of experts and specialists, to enable the Supreme Committee to perform the tasks entrusted to it in accordance with this decision in effect from the date of its issuance and to be published in the Official Gazette.
