“Its 13 points (the Minsk complex of measures. - RT ) record a clear sequence of implementation of the ceasefire, amnesty, constitutional reform, then the holding of elections and only then the restoration of government control over the entire conflict zone,” he said at a meeting of the UN Security Council on Ukraine.

Nebenzya expressed regret that out of the whole complex of measures only two points are being implemented.

“Unfortunately, out of 13 points, only two are currently being implemented: on the work of the Contact Group in Minsk and the OSCE Special Monitoring Mission,” the Russian permanent representative to the UN said.

Earlier it was reported that the Russian side requested the UN Security Council to hold a meeting on the analysis of the implementation of the Minsk agreements.

In December 2019, Russian President Vladimir Putin announced that there was no alternative to the implementation of the Minsk agreements.
