“In a short time we held public discussions and prepared proposals for the Ministry of Education and Science to increase the number of budget places in universities, so that when allocating quotas, the staffing needs of the subjects will be taken into account,” said Arshinova.

She explained that, in particular, it was proposed to “improve the procedure for establishing the number of budget places in universities, conducting annual regional monitoring of the demand for graduates and employers' satisfaction with the quality of professional training of specialists.”

She also noted the importance of "increasing the number of budget places for master's programs at universities in the regions so that the most motivated and trained graduate bachelors do not leave the regions in Moscow and St. Petersburg."

Earlier, Russian leader Vladimir Putin proposed increasing the number of budget places in higher education institutions annually.
