In his appeal, Chernyshov notes that currently payment for utilities remains a significant expense item for Russian citizens.

As a mechanism that will allow citizens to save on payments for housing and communal services, the deputy suggests considering the possibility of refusing to receive paper receipts for rent, paying for electricity, gas and other utilities.

He explains that according to current standards, Russians can receive receipts in paper and electronic form, but the possibility of refusing paper media is not provided.

“If a citizen pays for housing and communal services online or uses electronic receipts, then the rejection of the paper format should provide for a discount on housing and communal services, since in this case funds are not spent on paper and mail services,” the parliamentarian emphasized in the appeal.

The size of the discount, according to Chernyshov, can be considered after making the appropriate decision.

The letter also notes that the opportunity to receive paper receipts for all comers should remain.

In addition, the deputy proposes to oblige companies that place their advertising on receipts to pay citizens a certain percentage on payment of housing and communal services.

Earlier it was reported that the State Duma is preparing a bill that provides for the abolition of the banking commission for payments for housing services.
