Additional places in specialized structures, extension of aid, telephone number for families: here are the main measures announced Tuesday by Emmanuel Macron at the National Conference on Disability (CNH).

Schooling and learning

In schools, 11,500 additional support positions will be created by 2022, in addition to the 66,000 planned at the end of the year. "No more children" should not be without a schooling solution for the next school year, wished the head of state.

The government also wants to promote apprenticeship as a solution for access to employment for young people with disabilities, with a target of 10,000 apprentices by the end of 2021, compared to 4,000 today.

Telephone line

A "single support number", 360, will be set up in 2021 to respond to the anxiety of families seeking care for their disabled loved one. The calls will be handled by a "local team" who will "find a support solution, possibly first temporary and until the final solution," said the government, adding that "400 teams will be created by 2022 ".

Additional places in establishments

A thousand additional places will be created within two years in specialized structures, in an attempt to stem the phenomenon of forced departures to establishments in Belgium, mainly on the part of people residing in Ile-de-France, in Hauts-de -France and in the Grand-Est.

This type of exile is "not decent for a nation like ours," said Emmanuel Macron, who hopes there will be no more, "by the end of 2021, no forced departure of disabled people to the 'foreigner', which is 'completely attainable' according to him.

In addition, 2,500 so-called "transition" places in establishments or services will be created for disabled people who wish to integrate the open environment, while retaining the possibility of returning to their original establishment.

Home help and parenting

The disability compensation benefit (PCH) scheme, which makes it possible to finance aid, human or material, will be extended next year so as to cover aid for parenthood, such as assistance provided by a third party to a parent with a disability to care for their young child. It is a question of avoiding that "people give up becoming parents because of their handicap", underlined the president.

In addition, the PCH will be enlarged to put an end to the "absurdity" of the current situation, which sees people with disabilities eligible for financial assistance to compensate the person who helps them to eat their meals, but not for the one who "prepares eat their meal or wash their plates, "said Macron.

The additional cost induced by this new aid will be borne by the State - and not by the departments.

Sex life

The government seized this weekend the National Consultative Ethics Committee on the delicate issue of the use of "sex assistants" for disabled people, an activity now assimilated, from a legal point of view, to prostitution .

The question "should not be taboo," said the president.

Treatment delays

The departmental homes for the disabled (MDPH) will receive an additional 50 million euros over the next two years to be able to respond more quickly to requests from families for financial assistance, educational guidance or '' a simple parking card.

The objective is to unclog the queues and absorb very significant differences in time from one department to another.

Accessibility

A thousand young people in civic service will be recruited as "ambassadors" of the accessibility of places open to the public: they will meet merchants or managers of establishments to help them meet standards.

On this subject, Emmanuel Macron called on the French to "shake up" the candidates for the municipal elections in March on "their ability to provide concrete and tangible answers" to people with disabilities in cities.

Digital

The executive has committed that within the next few months, all "scheduled" speeches by the president, the prime minister and the government spokesperson will be posted in versions with subtitles and translated into sign language.

The future audiovisual bill must also reinforce the accessibility of certain "essential" programs for citizens, such as election campaigns, and an online platform will be opened for Internet users to report public web portals that are not, for example. example, compatible with text-to-speech software used by the blind.
