It seems that the regime of Egyptian President Abdel Fattah El-Sisi has passed the stage of nationalizing politics in the present, and is thinking about how to continue monopolizing power in the future, as one of the most prominent theoreticians of this system came out with a proposal to form a vanguard organization of boys and girls to be ready to control the country when the period of Sisi’s rule ends in 2030.

The journalist writer Yasser Rizk, who is seen by many as the journalist closest to Sisi, proposed forming the organization, which bears the name "the July 3 Movement", referring to the day when Sisi was announced as Minister of Defense in 2013 dismissing the elected President Mohamed Morsi and disrupting the constitution, justifying this. In response to the popular will demonstrated in demonstrations on June 30 of the same year.

In his article published in Al-Akhbar newspaper last Saturday, Rizk does not hide his concern over the future of military rule, after the end of the supposed period of Sisi rule in 2030, according to the constitutional amendments passed last year.

The constitutional amendments extended Sisi's presidency to 2024, and allowed him to run for another term ending in 2030, and made the army a guardian of the political system as the protector of the constitution and the civil state, which were rejected by the opposition.

Interestingly, Yasser Rizk himself was the one who paved the constitutional amendments with a series of articles calling for amending the constitution, to allow the extension of Sisi’s mandate, and ensure the army protects the gains of what he described as the "June 30" revolution.

Later, Rizk said that the constitutional amendments are not the end of what he described as "the required political reform".


July 3 Movement

Rizk’s proposal is based on the formation of an organization that enables the authority to control all the state’s official joints, including representatives and local councils, and civil joints from student movements, professional unions, and labor unions, so that “the Egyptian street owns intellectually, informally and on the ground if necessary.”

The writer’s proposal - known to pass on regime messages - includes that the organization include groups of children, youth, workers, and peasants, in a cloning of the secret avant-garde organization founded by former President Gamal Abdel Nasser, and which controlled all joints of the country.

Rizk's proposal is not limited to young people - whose recruitment processes have already begun through what is known as the Presidential Leadership Qualification Program for young people - but extends to young children in primary and middle schools, through high school students and even university.

It does not hide that his goal of intellectual and organizational control over these age groups is that they are the engine of society and the fuel of the state, and "those who have the final say in the ballot box and determining the future of the country."

Muster and repression
He considers that the most important result of the formation of this movement will be to give the system the ability to mobilize through communication sites, and to mobilize "against any dangers on the ground." In apparent reference to the formation of "repression brigades" for any attempt to demonstrate or object to the ruling regime.

The "July 3" Pioneering Project appears to complement and expand the idea of ​​the presidential program to rehabilitate the leadership that was launched in September 2015, on the initiative of Sisi himself, and he regularly holds conferences bearing the name of the youth, and some of his affiliates were recently chosen as deputy governors, accompanied by a propaganda campaign to attract New affiliates to the program.

A report by Mada Masr website revealed last September that graduates of the presidential program have become the actual editorial team for the series of TV channels owned by the General Intelligence Agency, according to a mandate they obtained from the security leaders in charge of those channels, and those who violate their instructions will be expelled, as happened with The journalist Osama Kamal.

Commenting on the proposal, journalist Mohamed Mounir believes that Yasser Rizk works like "intelligence teams working behind enemy lines, in order to prepare the attack."

Mounir explained through his Facebook account that Rizk, after ensuring the general’s stay in office for life, entered his third step to establish a direct cluster organization affiliated with the regime, ensuring the continuation of the rule for those he sees as the doves of the day in the face of what he describes as the hawks of darkness.

He added, "The form is political and the content is aimed at spawning security elements, terrorizing and controlling society, similar to the resurrection of Saddam Hussein, Gestapo Hitler, and Savak Shah of Iran."

In turn, the journalist writer Qutb Al-Arabi considered the Pioneers Project "July 3" as an idea complementing the presidential program for the rehabilitation of youth, for which a special academy was established, and youth conferences are held for him in different places in the presence of Sisi personally, as some of the graduates of this project were recently chosen as vice governors.

Al-Arabi added - in an article commenting on Rizk's call - "But this does not mean that the regime has managed to create a youth class that believes in it and is ready to defend it, but it has made a class of beneficiaries and opportunists who only defend their immediate interests, not the interests of the country and the people, and who will put Sisi Under their legs if the flood came, as did their predecessors during the era of former President Hosni Mubarak.

For his part, journalist writer Taha Khalifa said that the invitation of Yasser Rizk is ideas belonging to the system of practices of the socialist and communist states, from the very bad edition, backwardness, and political sterility.

Khalifa said - via his Facebook account - that Rizk's invitation is an attempt to restore failed experiences in Egypt after the "July 23 Movement", which started with the Editorial Board, for the National Union, then the Socialist Union, and the vanguard organization, adding, "He wants to return decades in the days of closed and closed systems." And the individuality that history ruled invalid forever.
