Administrative justice announced Friday that it had rejected the request of an association demanding the cancellation of the partial reopening of the Lubrizol factory in Rouen, which restarted in mid-December. Mid-January, the Rouen Respire association had seized the judge of summary proceedings of the administrative court of Rouen to obtain the suspension of the decree of December 13 allowing a partial opening of the factory, where a gigantic fire had started on 26 September.
"The judge in summary judgment considered that none of the criticisms formulated by association was likely to raise a serious doubt on the legality of the decision", indicated the administrative court in a statement. The activities, the resumption of which is authorized, concern two workshops as well as the associated utilities and storage, located on the central part of the site not affected by the fire, said the court.

The factory, classified Seveso high threshold, was authorized last year to increase the quantity of polluting products stored. On September 26, around 2:30 a.m., part of the factory and three buildings of the adjoining company, Normandie Logistique, had been ravaged by a fire, which had caused a plume of black smoke 22 km long. There were no casualties in the incident. In total, 9,505 tonnes of products, mostly chemicals, had burned.
