Russian President Vladimir Putin has relieved four generals of the Ministry of Internal Affairs and the Ministry of Emergencies, as well as one colonel of justice. The corresponding decree is published on the official portal of legal information.

According to the document, three major generals of the police will leave their posts. We are talking about the head of the Department of the Ministry of Internal Affairs in the Amur Region Nikolay Aksyonov and his colleague in the Primorsky Territory Nikolay Afanasyev, as well as the Minister of the Interior for the Republic of Komi Viktor Polovnikov.

In addition, Putin dismissed Colonel of Justice Alexander Sarafanov, deputy head of the main investigative department of the Investigative Committee for the Moscow Region. The President also removed from his position the head of the main department of the Ministry of Emergencies in the Chechen Republic, lieutenant general of the internal service Ruslan Yahyaev.

It is worth noting that in January, the Syktyvkar city court arrested Viktor Polovnikov until February 17, who was detained on suspicion of receiving a bribe on an especially large scale.

According to RIA Novosti, the assistant to the chairman of the Syktyvkar city court, Igor Nogovitsyn, Polovnikov has already been charged with the investigation. Currently, he is in jail.

Appointments

By the same decree, the president made a number of appointments. So, Colonel of the Internal Service Alexander Afonin was appointed Deputy Director of the Personnel Policy Department of the Ministry of Emergencies. Leonid Vedenov became the first deputy head of the main department of the Ministry of Internal Affairs to ensure the protection of public order and coordination with executive authorities of the constituent entities of the Russian Federation. In addition, he was awarded the special rank of lieutenant general of the police.

Colonel Yevgeny Gavrilyuk took over as head of the Noginsk rescue center of the Ministry of Emergencies, and police colonel Eduard Derevyanko, deputy director of the bureau for coordinating the fight against organized crime and other dangerous types of crimes in the territories of the member states of the Commonwealth of Independent States.

Putin also appointed Internal Affairs Colonel Sergei Dmitriev Deputy Director of the Department for Supervision and Prevention of the Ministry of Emergencies. Nikolay Yevplov became the director of the department of logistics and technical support of the department, and Colonel Ruslan Lavrentyev became the deputy director of the administrative department of the ministry.

Internal Service Colonel Evgeny Lebedev took the post of First Deputy Head of the Main Directorate of the Ministry of Emergencies in the Novosibirsk Region. A similar post in the Rostov region was taken by Colonel of the Internal Service Alexei Rokhlin, Colonel of the Internal Service Igor Titenok became Deputy Head of the Main Directorate of the Ministry of Emergencies in St. Petersburg.

Colonel Alexander Molchanov was appointed deputy director of the department of operational management of the Ministry of Emergencies, Major General of the Internal Service Andrei Nazarov - head of the Siberian Fire and Rescue Academy of the State Fire Service of the department. Lieutenant Colonel of Justice Viktor Oboskalov took the post of head of the fourth investigative department of the Main Investigative Directorate of the SK; Colonel Yevgeny Khodatenko - deputy director of the department of educational and scientific and technical activities of the Ministry of Emergencies.

In addition, the decree appoints for a five-year term: Colonel of Justice Dmitry Bocharov - head of the Investigation Department of the Investigative Committee for the Kaliningrad Region, Major General of Justice Alexander Bulaev - head of the Investigation Department of the Investigative Committee for the Ivanovo Region, Colonel of Justice Valery Lipsky - head of the Investigative Department of the Investigative Committee for the Republic of Tatarstan.

Previous changes

At the end of December, Vladimir Putin also dismissed several officials. Among them were five generals who worked in the Ministry of Internal Affairs, the Investigative Committee and the Ministry of Emergencies. The reasons for the dismissal were not reported. However, as reported by TASS, the dismissal of one of them - the head of the Department of the Interior on the Moscow Metro of the Main Directorate of the Ministry of Internal Affairs of Police Major General Nikolai Savchenko - could have been related to the incident at Ryazansky Prospekt metro station, where in September 2019 police officer Alexei Smirnov started shooting according to his own security department employees who tried to detain him, who suggested that he might be involved in receiving a bribe.

At the same time, one of the interlocutors of the agency claimed that Savchenko himself wrote a report on leaving due to the fact that he was retiring.

Prior to this, a large-scale dismissal of the generals occurred on November 4. Then Putin dismissed immediately 11 generals of the Ministry of Emergencies, the Ministry of Internal Affairs and the UK.
