Municipal police near the town hall of Nantes. - F.Brenon / 20Minutes

  • Shootings, delinquency and incivility have increased during the past term.
  • To correct this, the candidates want to develop the municipal police.
  • Video protection, rolled out for the first time in 2018, is also at the heart of the proposals.

Security will be at the heart of the challenges of the March 15 and 22 polls in Nantes. In recent weeks, it has even become the main subject of the campaign. All the candidates, including the outgoing mayor, agree that the situation has worsened for six years, whether in the city center or in the districts. Everyone agrees that the problem has to be tackled head on. But not everyone intends to do it the same way, far from it. Update on their proposals.

How many staff for the municipal police?

"Security, we'll take care of it," proclaims Laurence Garnier, whose theme has been the workhorse since the last municipal election. Candidate LR promises to double the number of municipal police officers, going from 115 officers to 230 "in three years". Eleonore Revel (RN) is on the same wavelength. Valérie Oppelt (LREM) suggests recruiting a little less (85), as does Hugo Sonnier, the UPR candidate. Margot Mekdour (Nantes in common) and Julie Laernoes (EELV) are not positioned on a figure and recall that security is "first of all a competence of the State" via the national police. As for Johanna Rolland (PS), she promises the creation of 70 municipal police stations while insisting on the need for an "additional commitment from the State". Almost all candidates are in favor of a night shift, which has so far not existed.

Weapons for municipal police?

Valérie Oppelt is in favor of an "armed night brigade" as well as "the creation of a" canine brigade "and a" motorized brigade ". Laurence Garnier also proposes to arm the municipal police "as in more than 50% of cities, to protect those who protect us". The head of list RN also wants weapons, considering that the agents "have nothing to defend themselves". Johanna Rolland does not want to go further than the electric pulse pistols that she authorized at the end of her mandate. Julie Laernoes and Margot Medkour are against any form of weaponry on the grounds that it "increases tensions".

City center and neighborhoods tied?

Hugo Sonnier proposes to create police premises in Bouffay, in Commerce and in the Hangar in Bananas, "where delinquent acts are concentrated". The Nantes en Commun list suggests opening a “house at night in Commerce” where “we can find refuge”. Laurence Garnier undertakes to link the city by creating eleven annexes to the municipal police force to "put it back where we no longer see it". Valérie Oppelt wants to "deploy agents in all districts". Eleonore Revel insists on working-class neighborhoods: "our agents must be able to reclaim public space everywhere". Johanna Rolland promises an "elected safety referent in each district" and a reinforcement of the presence of the Banana Hangar up to Bouffay on Thursdays, Fridays and Saturday evenings.

CCTV, stop or even?

"The authorities do not keep any rigorous accounting on the number of cameras present on the public highway and the reports are extremely rare," laments Julie Laernoes who, will not increase the number of cameras and does not rule out removing them after audit. Margot Medkour agrees exactly. Hugo Sonnier also does not want to develop video protection. Conversely, Johanna Rolland plans to "deploy to new sites", including in certain building halls. Laurence Garnier wants 100 additional cameras "in transport and neighborhoods". As for the candidate LREM, she is betting on innovation and the purchase of drones to monitor demonstrations or major festive events.

What about prevention?

"Prevention and education rather than repression". This is the leitmotif of Margot Medkour and Julie Laernoes. The first wants to train municipal police officers in the fight against racism and sexism. The second wants to quadruple the number of neighborhood mediators (from 30 to 120), recruit educators and reinstall janitors in social housing. "We need more human presence and adult referrers," says EELV. Valérie Oppelt would like to create an “inter-lessors group monitoring building halls”. Johanna Rolland is ready to create two additional mediation teams and to develop awareness against addictions, including alcohol.
