• Investidura.Pedro Sánchez promises the PNV "to adapt the structure of the State" to recognize that Catalonia and the Basque Country are nations
  • Claim: The PNV will require the management of Social Security before negotiating the Budgets

The Basque Government wants to address the negotiations for the transfer of "statutory pending" powers, and in that process the priority of the Iñigo Urkullu Executive is to receive pensions and penitentiary institutions already in the current year. Therefore, the Basque spokesman, Josu Erkoreka , awaits the call of the new Minister of Territorial Policy and Public Function, Carolina Darias, with whom he hopes to meet in the coming days and even this week.

These requests are two old wishes of the Basque Government, and this was recalled last week by the Minister of Economy, Pedro Azpiazu , at an informational breakfast in which he participated in Madrid. «We have been prepared to manage pensions for 40 years. We would do well. Surely we do it well, ”he said in the specific case of benefits. What is not in question in this aspect is the so-called single box, since it is constitutionally protected, but the Basque Executive does want to be the person who pays the pensions, that the letter received by the pensioners bears their letterhead and have their own offices. It would be a measure with great political weight and even a first step towards an eventual Basque Social Security.

The Basque Country Executive has, in his opinion, several arguments to demand these transfers. On the one hand, that "Euskadi has competences in the Social Security economic regime since 1979, because article 18 of the Guernica Statute says so." In addition, a ruling from the Constitutional Court last year "says that this competence is transferable and tells the State that it has to reach an agreement with Euskadi to make it effective," explained sources from the Basque Government. To this is added the agreement that the PNV already has the Socialist Party of Euskadi. And finally, the agreement also signed by the Basque Nationalist Party and the PSOE for the investiture of Pedro Sánchez.

«Proceed in 2020 to negotiate and transfer the pending statutory powers to the Basque Autonomous Community», points out point three of the aforementioned agreement, which also agrees that, «within six months», it will proceed to «the transfer of traffic competences to the Navarre Regional Community , with the same content and extension as those made at the time to the CAV».

With all these arguments, and of course also because of the importance of the vote of the PNV in the project of Budgets, from the Basque Government they are sure that they will receive the transfer of pensions and penitentiary institutions. «There is a commitment», underline sources from the Basque Executive.

Negotiate taxes

The PSOE-PNV investiture agreement also states that the Government must negotiate any tax measure with the Basque Executive. «To agree previously with EAJ-PNV the fiscal measures that the Government wants to propose to the Courts, as well as to channel the discrepancies that can take place in the relations in the fiscal or the financial field established by the Economic Concert », develops the ninth point.

And this is what Azpiazu recalled in the aforementioned breakfast, and he did it, in addition, before the Secretary of State of the Treasury, Inés Bardón . “There is a sane of the PNV with the Government in the sense that, indeed, when the Government proposes tax proposals, we have to agree on them. All taxes that are put into operation in the Spanish State must be arranged. That is what our rules of the game say, ”said Azpiazu, making clear the position of power held by the Basque Government and for which he can also remind the Sanchez Executive that he should not end all the labor reform. «Only those issues that avoid precariousness. It is important to see what has worked and what has not, ”he settled.
