The intention of the Board to have private placement agencies to find a job for the unemployed who are in their records has caused some discomfort among officials of the Andalusian Employment Service (SAE), who regret that the outsourcing of These works thus ignoring somehow the personal and material public resources available to the regional administration.

Several of these workers have sent a letter to both the Minister of Employment, Rocío Blanco, and the SAE manager, Miguel Ángel Terrero , demanding a reform of the employment system of the Employment offices, long demanded by the technicians, which allows removal the obstacles that prevent a better functioning in the tasks of counseling and labor insertion of the unemployed population.

The Ministry of Employment has justified this outsourcing given the limited effectiveness demonstrated to date by the traditional system of intermediation of public administration. According to the data provided by the Board itself, the SAE barely participates in 2.7 percent of the labor contracts signed in Andalusia.

The "obsolete" age criteria

Well, officials say they have been proposing a comprehensive reform of the criteria used by the SAE for years and remind Rocío Blanco that there are already those legal tools to act against those who reject an unjustified job, although the administration has made functions in that responsibility.

The technicians consider that one of the issues that most detracts from the effectiveness of the system has to do with the application of the criterion of seniority in the management of candidates for a job. That is, the SAE is obliged to call the job seekers who have been registered for more years, although they systematically reject the offers made to them. On the other hand, those who accept a position, even if only for one day, lose positions on the candidate lists precisely because they lose seniority as plaintiffs.

"The obsolete criteria of seniority obliges us to call people registered since 1988 who during these 31 years have refused to participate in the offers for which they have been proposed," said the letter addressed to their superiors.

In addition, workers remember that there is a sanctioning regime for claimants who consistently reject offers, whether they charge a benefit, who risk losing, or not. For the latter, the sanction is the responsibility of the autonomous communities and consists of temporarily withdrawing them from the lists of plaintiffs.

Only the fact of being able to discriminate between those who really do an active job search and those who do not, only that - they insist - would allow to work in the offices of the SAE with more agility and efficiency .

A contest of 2 million euros

The contest that the Board has undertaken, for an amount of almost 2 million euros, is part of a public-private collaboration mechanism launched by the Government of José Luis Rodríguez Zapatero in 2010. Since then, other autonomous communities They have used this system to complement the work of public agencies.

Each year the central government distributes funds for this purpose that the Susana Díaz executive had systematically returned. Between 2015 and 2018, 78.5 million euros of these resources were stopped.
