“Investigative actions in the criminal case against the 36-year-old native of the city of Naryan-Mar who have been convicted of a socially dangerous act stipulated by paragraph“ c ”of part 2 of article 105 of the Criminal Code of Russia (“ Murder of a minor ”) have been completed,” the statement said.
It is noted that according to the results of a psychological and psychiatric examination it was established that the man suffers from a mental disorder, in connection with which he “could not realize the actual nature and social danger of his actions and manage them” at the time of the incident, and needs to be sent for compulsory treatment in medical organization.
On October 31, 2019, in a kindergarten in the city of Naryan-Mar in the Nenets Autonomous Okrug, a 36-year-old man killed a six-year-old boy during a quiet hour.
Previously, the man was registered with the drug dispensary as a chronic alcoholic. SK posted a video with a suspect in the murder of a child.
The State Duma appealed to the heads of the Investigative Committee, the Prosecutor General’s Office and Rospotrebnadzor with a request to conduct an audit of all kindergartens and schools after the incident.
