The report on the agency’s website says that the draft resolution regulates for what equipment, how and when the preset mode of Russian software should be provided.

It is noted that on January 22, the FAS hosted a meeting of a working group under the Expert Council on Information Technology of the service, which was attended by representatives of the FAS, Rospotrebnadzor, telecom operators, various associations and software development companies.

Deputy Head of the Federal Antimonopoly Service Anatoly Golomolzin said that anti-virus programs, navigators, search engines, programs for access to public services and payment systems can be pre-installed on smartphones and tablets. The same list of programs, except for payment systems, will also be installed on tablets.

“On tablets, computers, and Smart TV, it must be possible to install audio-visual service programs, as well as view programs of the I and II multiplex,” Golomolzin explained.

He added that, according to the concept, the pre-installation of domestic software for smartphones will be mandatory from July 1, 2020, for tablets from July 1, 2021, for computers from July 1, 2022, and for TVs from July 1, 2023.

The introduction of the concept of the draft resolution into the government is planned in March 2020.

On December 2, Russian President Vladimir Putin signed a law on the pre-installation of Russian software on gadgets.
