According to RIA Novosti, prior to the appointment of Mishustin as head of government, Belyakov served as adviser to the head of the Federal Tax Service (FTS) and in fact acted as spokesperson.

Earlier, Mishustin approved the composition of the apparatus of the Russian government, the number of which will be 1,545 people.

On January 15, the Russian government resigned. The chairman of the Cabinet was appointed head of the Federal Tax Service Mishustin.

On January 21, Russian President Vladimir Putin appointed new members of the government. 15 people remained from the old staff, including Foreign Minister Sergei Lavrov, Defense Minister Sergei Shoigu and Interior Minister Vladimir Kolokoltsev.
