Promises kept? During the second round of the municipal election in Lille in 2014, the outgoing socialist mayor, Martine Aubry had allied with the environmentalists of EELV. They had presented to the people of Lille a joint program comprising some forty actions to be undertaken during the mandate. Where are we at the dawn of the March 2020 deadline?

The first broken promise was not on the program: Martine Aubry had assured that she would not seek a fourth term. Like the little lines at the bottom of a contract, she nevertheless added the words "except in exceptional circumstances". Suddenly, the Socialist re-piled to the chagrin of her opponents. The belfry tenant justifies his decision in particular by the fact that he must "hold the bar" in the face of inequalities "which have not settled". And also for lack of successor.

Education component

The socialist promised "innovative and quality peri-educational actions, adapted to the new school rhythms". This last point generated quite a stir during the mandate, the elected activist for a school morning on Saturday against the advice of many parents of students. Martine Aubry had finally folded, returning, in early 2018, to a four-day week. However, the town hall has not eliminated extracurricular activities but has adapted the hours. We were able to see the thematic “clubs” appearing set up during the lunch break.

Martine Aubry had also insisted on continuing the deployment of organic in schools. Last August, the city estimated 21% of organic products served in its school canteens. Besides organic, half of the meals served in school restaurants are vegetarian. A first in France which had been praised by Greenpeace.

Economy

The program advanced the creation of “15,000 new jobs by 2020”, notably within the centers of excellence. At Euratechnologies, the number of employees has doubled since 2014 to reach more than 4,000 today. Good, but far from the 10,000 jobs announced for 2020 at mid-term. Eurasanté's workforce has increased by almost 400 jobs in six years (3,100 employees). Martine Aubry was also banking on the missed arrival of the European Medicines Agency and its many officials. Is the account good? According to Urssaf data, the Lille area gained 23,660 private jobs between 2014 and the end of 2019.

Living environment and security

A delicate subject, nature in the city. In 2014, the program planned for “new public spaces and green spaces”. In six years, the city has thus developed 12 hectares of green spaces and planted 22,000 trees and shrubs.

There was also talk of "renovating the cobblestones of Old Lille and the sidewalks". For the cobblestones, it's done, at least in part, with for example a brand new Louise-de-Bettignies square. Sidewalks, it remains quite complicated in places, especially for people in wheelchairs. Regarding "the redesign of the traffic plan", it was done in September 2016, generating its share of satisfied and disappointed.

In terms of security, the candidate wanted 25 new municipal police officers and three new brigades. In fact, the staff increased by 20%, with more than 120 agents, and two canine brigades.

Housing and major projects

In six years, 10,000 homes were to come out of the ground, 30% of which were social. In 2017, 6,566 were built or under construction. For the balance, in her mid-term review, Martine Aubry counted on 2,300 to 2,500 housing units in Saint-Sauveur. Except that to date, the project has stalled due to several legal actions.

There was also talk of setting up "capped rents". Everything was on track and the measure was to come into force in February 2017. But several organizations in the real estate sector had seized the administrative court of Lille against this project. They had finally succeeded and the rent framework was abandoned.

Our 2020 Municipal File

The program also announced the "continuation of major projects". Saint-Sauveur is momentarily on the floor. The redevelopment of the Citadel Park will have taken four years, but is now complete. The Fives Cail project is on the right track. The hotel lycée has been open since 2016, the gymnasium since 2017, the Gourmet wasteland since 2018 ... Phase 2 of the project must start in 2021.
