The Dubai Government Excellence Program launched the first edition of the Governmental Innovation Framework Guide, which has international accreditation from the International Institute for Innovation Management, based on a comparison with 12 general frameworks or a global model.

The guide includes a brief explanation of the government innovation framework and its six main themes, which include: innovation leadership and strategy, innovation environment and culture, innovation management, innovation and institutional learning enablers, links and networks, and the results and impact of innovation. The guide also listed various examples of global best practices, and a number of practical cases in applying the axes of the innovation framework, in addition to examples of practical tools that help government agencies implement the government framework and self-assessment tools, and measuring the level of readiness in innovation in these bodies. To assess the level of readiness to apply innovation hubs in government agencies and obtain the government innovation index in the Dubai government, the Dubai Government Excellence Program team designed the innovation readiness questionnaire, based on the sub-criteria included in the hubs of the innovation framework, where the questionnaire will be sent, during January, through Text message to the mobile phones of government agencies employees, and the result of the innovation readiness index will be included in the innovation standard, within the evaluation of the government excellence system for government agencies, and this result will be allocated 10% of the weight and importance of the innovation standard.

The general coordinator of the Dubai Government Excellence Program, Dr. Hazaa Al Nuaimi, stressed the importance of the general framework for government innovation and the innovation readiness index in establishing the concept of innovation as a working method and tool for building a pioneering future for Dubai.

The guide aims to measure the level of readiness of government agencies in the field of innovation.
