The outgoing mayor during his first campaign meeting, Sunday - F. Dides / Sipa

  • The municipal elections are held on March 15 and 22, 2020. Each Monday, 20 Minutes will address a theme of the campaign. Today, the results of the promises kept by Christian Estrosi in 2014.
  • "Elected on the basis of 102 commitments", the outgoing LR, who is leaving for the new ballot, assured to have "held 89" and to have "achieved 92 which were not planned".
  • The construction of lines 2 and 3 of the tramway has been completed.
  • Estrosi's opponents mock the creation of a new metropolitan tax.

He represented himself in 2014 with a program of “100 actions for more life”. Six years later, what assessment for the second mandate of Christian Estrosi? "Elected on the basis of 102 commitments", the outgoing LR, who is leaving for the new ballot, assured to have "held 89" and to have "achieved 92 which were not planned". 20 Minutes offers you a non-exhaustive review of what worked and objectives that have not really been achieved.

Two new tram lines that change the city (with a little delay)

This is undoubtedly THE achievement of the second mandate of Christian Estrosi. Launched from the previous, the creation of lines 2 and 3 of the tramway undoubtedly changed the fifth city of France, attracting Nice and tourists. Note all the same: the operation was completed with an inflated budget and delay. In 2014, the mayor-candidate had promised to "deliver the west-east tram line from 2017" alongside "line 3 to serve the Saint-Isidore district and the Allianz Riviera" and "the track of 40 m ". Line 2 was finally put into service, in sections, between June 30, 2018 and December 14, 2019. The part of the site underground and subsidence on the surface, sometimes very impressive, is certainly not unrelated to these deadlines. The score for this titanic work, estimated first at 700 million euros, has been revalued around 945 million euros. In question: "additional services", had justified the municipality of Christian Estrosi to 20 Minutes .

Better for air quality

In his goal of "making Nice the green city of the Mediterranean", Christian Estrosi promised six years ago to "reduce the rate of nitrogen oxide, ozone and particles by 20%". And the contract is now fulfilled, according to the outgoing team, which is based on a study by AtmoSud published at the end of November 2019. It was to assess, between 2014 and 2019, the impact of the commissioning of the second tram line on the Promenade des Anglais (Gambetta), the Mathis track (Saint-Philippe) and the avenue de la Californie (Barla valley). The analysis confirms that the new route, the resulting decrease in the number of vehicles and also the technological development of the less polluting vehicle fleet, have made it possible to obtain significant reductions in nitrogen oxide (from -18 , 6% to -65.3%) and fine particles 2.5 (between - 16.4% and - 41.6%) in particular.

Boost the city's video surveillance system

In terms of security, Christian Estrosi promised six years ago the installation of "500 additional video surveillance cameras". Even if the effectiveness of the device is still questionable on the benches of the opposition, the goal is reached hands down. According to figures communicated by the city, there were 949 cameras in 2014 and they are today nearly 3,000, including 690 on board the three tram lines. The outgoing mayor also recorded some disappointments regarding his willingness to use new technologies and in particular facial recognition for security. The CNIL had notably called for the end of an experiment on the Reporty app, allowing live video calls with the police.

Hasn't taxation really increased?

It was one of the flagship measures of his program presented in 2014. Christian Estrosi promised "0% increase in local taxation for the next six years". According to the outgoing, no problem, the contract is completed. Regarding the city of Nice, it is indeed respected. The municipal council even approved in September a new reduction in the property tax for 2020 after a first reduction decided in 2018 for 2019. The municipal rate on built land, from 23.12% in previous years, rose to 21% before to reach 19%. Except that the mayor of Nice, under his cap of president of the metropolis, at the same time increased the metropolitan rate on the built land from 0 to 6.4%. What the opposition did not fail to taunt.

The exhibition center will wait for a possible third mandate

In 2014, Christian Estrosi planned to build a new “exhibition center (65,000 m2) by 2018”, on the MIN site, the market of national interest, to the west of the city. And, at the same time, transforming the current exhibition center, north of the Promenade du Paillon, into a "Sports Palace". No building site in sight. The entourage of the outgoing town hall indicated at the end of the week at 20 Minutes that these projects were "not abandoned" and that they were "still under study". A part remains in the boxes of the candidate Estrosi. During his first campaign meeting, organized on Sunday, he again promised "a modern exhibition center closer to the airport" and which would replace the Acropolis palace. It would be demolished and the TNN relocated to the former Franciscan church in order to "extend the promenade du Paillon to the north".
