The relevant proposals are contained in a letter to the co-chairs of the working group addressed to the Russian leader Vladimir Putin, reports RIA Novosti.

“One of the key issues is determining the role and status of the Council of State. We believe that it should have independent significance and be effectively integrated into the state mechanism, ”the letter says.

The letter emphasizes that a serious study requires the question of its correlation with other instruments of state mechanism, the definition of the key principles of its interaction with them.

It is also proposed to expand the competence of the Constitutional Court of Russia by amending Article 125 of the Constitution.

Earlier, the Working Group stated that they would develop a mechanism for nationwide voting on presidential initiatives and their proposals.

As noted in the Kremlin, the voting mechanism for amendments to the Constitution will be drawn up during the work of the constitutional commission.

Putin, announcing a message to the Federal Assembly, proposed proposing a series of amendments to the Constitution, including toughening the requirements for presidential candidates and fixing the status and role of the State Council.

According to Acting Deputy Prime Minister Vitaly Mutko, the State Council will become part of the executive branch.
