“I ask you to support my initiative and limit the use of all kinds of gadgets by State Duma deputies during work in plenary meetings. When fateful decisions are made for the country, you need to work completely immersed in the process, and not be distracted by gadgets! ”- said a member of the Public Chamber.

In the appeal, Khamzaev emphasized that the social transformations in the country directly depend on the professionalism of the deputies and their involvement in the ongoing processes, especially in the plenary room.

In 2016, the State Duma adopted amendments to the regulation, which establish fines for deputies for absenteeism in plenary meetings without good reason.

Then the penalty for each missed meeting was one sixth of the deputy’s salary per month.

Later, this penalty was reduced and the monthly payment was reduced by one-ninth for each missed meeting of the chamber.
