“Legally, this vote, the form and time of the voting will be already formalized during the work of the constitutional commission - this will be formalized as a separate law or as one of the articles of the law on these changes. But so far there is no final decision on this, ”said the presidential spokesman.

On January 15, during a message to the Federal Assembly, Russian President Vladimir Putin proposed introducing a series of constitutional amendments, including toughening the requirements for presidential candidates and securing the status and role of the State Council.

Putin explained that the meaning of the amendments is to ensure the development of Russia as a legal, social state, increase the efficiency of the country's institutions, strengthen the role of civil society and political parties, as well as regions in the development of major decisions.
