It is almost a tradition at Félix Tshisekedi: to take advantage of each trip abroad to meet the diaspora and make adjustments with respect to his partner. It must be said that the Congolese people who live outside, his supporters in particular, are often quite hostile to the former head of state.

Félix Tshisekedi promised them that he would be intractable: “ It is true that not all of our compatriots have good intentions. In our coalition, not everyone is attached to the victory of the people. I am in power by the will of the people and of God, not by the will of a man. My mission is to serve my people. Anyone who opposes it, especially if it is a minister appointed by me, will be penalized. Every day, when I chair the Council of Ministers, I remind enemies of the FCC [Common Front for the Congo] that I know they have signed documents. So far, I have not seen any minister object to my decisions. But some ministers tell me that they are under pressure. Some of us, they say, are asking us not to do the job as we want. The Congolese people have entrusted me with a mission, and I must account to these people. And whoever does not want to follow my instructions and who will stick to the instructions of his political family, he will be fired. "

Towards a dissolution of Parliament ?

The audience applauds, even louder when the president threatens to dissolve the numerically dominated Parliament by the FCC: “ Some begin to lend me intentions that I do not have. They say that after a year, I will dissolve the National Assembly. But I tell them: I cannot dissolve the National Assembly until there is a crisis. But if I realize that the mission for which I am at the head of the country to be at the service of my people and that we begin to obstruct this mission, I will be forced in the end to make the decision to dissolve the National Assembly. "

An offensive tone when for the past 12 months, President Tshisekedi has experienced difficulties in seeing his decisions implemented, such as the orders appointing the new agents of Gécamines and the National Railway Company, decried by the camp of his predecessor. Numerous appointments which are said to be the subject of negotiations are also expected, as are some 40 ambassadors and members of the office of the Supreme Judicial Council.
