The inspection took place at a school in Hallstahammar in March 2019 and on the roof of the school several people worked near the roof edge, where there was a risk of falls. According to the Swedish Work Environment Authority, no fall protection measures had been taken and the fall height was estimated to be between three and ten meters.

The work that was carried out was about cleaning gutters and drying up water that had penetrated through the roofing board.

The Administrative Court in Karlstad has sentenced Hallstahammar Municipality to pay a penalty fee of SEK 400,000 for the incident. According to the law, the municipality as an employer has violated the Swedish Work Environment Authority's regulations regarding construction and civil engineering work. There was then no fall protection.
