"The establishment of a functioning Bureau Council and the formation of a single, unified, inclusive and effective Libyan government approved by the House of Representatives". This is the request that can be read in the draft of the conclusions of the Berlin Conference, divided into six points, viewed by the Tass agency.

The conference participants also called for "the end of all military movements by or in direct support of the parties to the conflict, throughout Libya, starting from the beginning of the ceasefire process"; the "restoration of the state monopoly on the legitimate use of force" and "the establishment of unified national security"; sanctions for those who violate the arms embargo sanctioned by the United Nations Security Council; economic reforms and "a reconstruction mechanism for Libya"; respect for humanitarian law and human rights. Lastly, the establishment of a special follow-up committee to "maintain coordination following the Berlin summit, under the auspices of the United Nations", which will meet on a monthly basis in different locations, as well as two groups Special workforce will meet in Libya or Tunisia twice a month
