The entire Russian government has resigned, Dmitry Medvedev said during a meeting between the head of state and cabinet members. This happened against the backdrop of proposals by Russian President Vladimir Putin to amend the Constitution of the Russian Federation.

“These changes, when they are adopted, and in all likelihood, this will be done after discussion, as was said, will introduce significant changes not only in a number of articles of the Constitution, but also in general in the balance of power - the executive, legislative, judicial power, ”said Medvedev.

According to him, in this context it would be correct for the government to “resign” in accordance with Article 117 of the Constitution of the Russian Federation.

“I certainly thank everyone who participated in the work of the government in this composition, and, of course, further decisions will be made by the president of the country,” he added.

In turn, Vladimir Putin expressed "satisfaction with the results that have been achieved" by this composition of the government.

“Not everything, of course, worked out, but everything never works out in full,” the president said.

He also asked ministers to carry out their duties until the formation of a new government.

Putin proposed taking over the post of Prime Minister Mikhail Mishustin, head of the Federal Tax Service. According to the Kremlin’s press service, having received consent, the head of state submitted Mishustin’s candidacy to the State Duma for consideration. The lower house of the Russian parliament will consider it on January 16.

Mishustin has the title of State Councilor of the Russian Federation of the 1st class. He headed the Federal Tax Service since April 6, 2010.

At the same time, Putin proposed introducing the post of deputy chairman of the Security Council and appointing Medvedev to it.

“Dmitry Anatolyevich has always dealt with these issues. And from the point of view of increasing our defense capability and security, I consider it possible and asked him to do so in the future to deal with issues of this particular property, this category of issues, ”the Russian leader emphasized.

On January 15, Vladimir Putin sent an annual message to the Federal Assembly. The President paid attention to the issues of demography, health care and support for young families, as well as introduced a number of constitutional amendments for discussion, which, in particular, will be aimed at "more effective interaction between the representative and executive branches of government." So, the head of state suggested instructing the State Duma not only to coordinate, but also to confirm the candidacy of the prime minister.

“I propose changing this order and entrusting the State Duma with not just approval, but approval of the candidacy of the Chairman of the Government of the Russian Federation, and then on his proposal - on the proposal of the Chairman of the Government - all deputy prime ministers and federal ministers. In this case, the president will be required to appoint them to the post, that is, he will not have the right to reject the candidatures of the relevant officials approved by the parliament, ”Putin said.

Recall that the resigned composition of the government was approved by the president on May 18, 2018. In its structure, the number of deputy prime ministers increased from 9 to 10, and ministries - from 21 to 22.

The logical decision

According to political analyst Sergei Mikheev, the resignation of the government looks quite logical, since the Russian president has set “quite ambitious tasks” that require a revision of the current concept of socio-economic development.

“Putin has actually indicated the need to change the mechanism of government formation. He said parliament should play a more significant role. The decision to resign logically follows from this, ”explained the interlocutor of RT.

In turn, the director of the Institute for Contemporary State Development, political analyst Dmitry Solonnikov, noted that Vladimir Putin’s appeal to the Federal Assembly was distinguished by fairly clear, vivid assessments of Russia's future and development prospects.

“It is logical to assume that the preparation for these new foundations of governance, for the decentralization of power, for the formation of new institutions should be organized by a professional team that will deal closely with these issues. Perhaps this is the team that will now shape the contours of the future, the contours of the future of Russia, ”the expert said in an interview with RT.

Director of the Center for Political Analysis Pavel Danilin also called the decision of the Russian government to resign “unexpected and shocking, but quite logical.”

“It is obvious that the old cabinet, which was created after the presidential election, now, in accordance with the new tasks set before the country, probably did not fully meet the requirements of the head of state. Of course, the explanations of Dmitry Anatolyevich himself are also fair to some extent, who said that if the head of state speaks about the need to introduce a new system of delegation of authority of the government, it should be possible to test these changes at this stage, at the stage of pre-constitutional amendments, in the working mode ", - he stated in a conversation with RT.
