“It’s very worrying about what was launched in Russia in the draft message of Putin,” Klimkin wrote on his Facebook.
The ex-minister said that there will be a lot of “speculation” around personalities.
“Putin will still remain the center of decision-making in the Russian system,” he added.
Earlier, Russian President Vladimir Putin, during a message to the Federal Assembly, proposed submitting amendments to the Constitution for public discussion.
