Al-Jazeera Net obtained a document that includes the most important points mentioned in the paper prepared by the United Nations Support Mission for Libya regarding the implementation of the Berlin process.

The general framework of the paper included four tracks: the first of which is the political, economic, and security track, and finally the international humanitarian law, stressing the need to unify the executive, sovereign, economic, financial, security and military institutions in the country.

The political track
On the political level, the UN paper included a call to unify national institutions, and to amend the Presidential Council to include a new Prime Minister and two deputies.

The paper also stipulated that the prime minister form a government in accordance with the "Tunisian Understandings" in November 2017 related to the powers of the Presidential Council and the government, and that Parliament adopt it by a two-thirds majority of votes, and if he fails to do so, it will be adopted automatically.

The paper included a call for the completion of the legislative measures necessary to end the transitional phase, the completion of all local councils before mid-2020, and the activation of Law No. 59 regarding the formation of the Supreme Council of Local Government.

The economic track
Economically, the UN mission paper emphasized taking steps to unify the Central Bank of Libya before the Berlin conference.

She emphasized the conduct of the financial audit and review by international institutions, and compliance with banking laws and procedures regarding the powers of the members of the Board of Directors of the Central Bank.

The paper also called for support from international institutions to conduct a financial review of the Foreign Investment Authority, improve transparency in the performance of the National Oil Corporation, and provide the necessary support for the development of the oil sector.

The paper proposed the formation of a Libyan Fund for Reconstruction and Development to facilitate the spending process in relation to vital infrastructure programs, and a Libyan Economic Experts Committee consisting of government officials and Libyan experts, taking into account the geographical and institutional distribution in Libya, and also to achieve harmony between financial and economic policies.

It also suggested conducting an economic dialogue between the states parties to the Berlin conference and the relevant Libyan financial and economic institutions.

Security track
The paper considered that the proposed security path aims to halt hostilities, achieve stability throughout Libya, and rebuild security institutions so that the state monopolizes the process of legitimate use of force, with the need for this path to coincide with the political track.

Implement the security path
The steps of the security track are implemented starting from the formation of a joint military committee "5 + 5" of the army and police under the auspices of the United Nations, whose work is based on the Cairo talks and the documents issued by it.

From this committee emerge task forces dealing with armistice, disarmament, arming and reintegration, combating terrorism, security arrangements and border control.

The second step is the declaration of a ceasefire and the demobilization of foreign fighters from the battlefield, while the third step includes negotiations under the supervision of the "5 + 5" committee on achieving a ceasefire, separation of forces and confidence-building measures.

Demobilization Committee
The Demobilization Committee of Combatants is responsible for conducting a census of armed formations in cooperation with the Ministries of Interior and Defense and the General Command.

The committee forms a task force that identifies terrorist and criminal elements in armed formations and conducts a comprehensive survey of heavy weapons, including newly imported ones.

The team also develops a set of guarantees and incentives for the leaders of the controversial armed formations, and is responsible for devising a strategy for the integration and reintegration of members of armed formations after conducting the audit.

The committee also undertakes treatment programs for the wounded and the demobilization of young and younger fighters.

In following up the security steps, the paper stipulated that the ministries of interior and defense in the new government of national unity implement transitional security arrangements by providing external support when needed.

Arms ban
Within the framework of the arms embargo, the paper stated that responsibility for this rests with the member states of the United Nations, and expects the commitment of the countries participating in the Berlin conference to prohibit.

She also suggested international cooperation through satellite border monitoring, the development of the expert committee mechanism, the designation of focal points, coordination with the expert team and the Libyan side, and pressure on the Libyan parties to adhere to the ban.

In addition, the formation of an international committee of states parties to the Berlin conference, in addition to the United Nations to monitor the maritime, air and land borders.

International Humanitarian Law
The general framework of the UN paper called for support to judicial institutions to review and examine prisoners and to strengthen necessary legal measures.

It also called for concrete steps to end arbitrary detention of migrants and refugees, the gradual closure of detention centers and the creation of alternatives, and support the process of documenting, reporting and reporting violations of international humanitarian law.

He affirmed the establishment of an international commission of inquiry for the United Nations through the Human Rights Council session to be held in March 2020, and the establishment of a special court to combat impunity for war crimes, crimes against humanity and serious crimes related to gross violations of human rights.
