The strong man of eastern Libya will have cast doubt all night. He finally left the Russian capital without signing the negotiated agreement hard Monday afternoon after eight hours of talks. Discussions that started off badly since the two actors in the conflict refused to speak to each other directly. This forced Russian and Turkish diplomats to make shuttles between the two men and their delegations.

Marshal Haftar did not speak publicly. It is therefore not officially known why he finally rejected the text, but if we believe the reactions on the social networks of his entourage, it is the role played by Turkey in these negotiations which would have pushed him. to reject the agreement. Turkey has, in fact, recently decided to send soldiers to Libya to support Fayez el-Sarraj, the rival of Marshal Haftar. Another point of blockage: the issue of the withdrawal of troops deployed by the Khalifa Haftar around Tripoli , the Libyan capital.

In the end, the mediation attempted by Russia and by Turkey therefore ended in failure. Sergei Lavrov confirmed this in a word in the morning on Tuesday. " So far, no final result has been achieved, " said the head of Russian diplomacy. Moscow hoped to achieve a result and reap the diplomatic dividends from its involvement in the Libyan case. However, Russia is not giving up and " will continue its efforts " for a political and peaceful settlement of the Libyan crisis, Sergei Lavrov has already announced.
