The goal was for 95 percent of Sweden's households to have 100 mbits of broadband next year. That is not the case and in many places people are disappointed with the operators who have attached customers and then not delivered fiber.

"We have to be tougher for those broadband providers that do not live up to their commitments and we should not pay a penny to an operator who does not also connect a broadband to the customer," says Digitization Minister Anders Ygeman (S).

"22 billion needed"

It is expensive to draw fiber to those living in sparsely populated areas and in many places conflicts with landowners put an end to the expansion. The Post and Telecom Agency estimates that substantial efforts will be required to reach the broadband targets for 2023 and 2025.

- A total of SEK 22 billion is needed to achieve all the broadband goals that the government has set, says Maria Sörman, Head of Unit at the PTS digitization department.

Do you get such signals from the government that they intend to put to 22 billion?

- No, what the government has announced now is 650 million in the budget bill this fall.

"Must be market driven"

But the Minister of Digitization believes that no more government money is needed.

- Broadband expansion must primarily be market-driven, and then the state should help ensure that those who do not receive broadband in another way, that they also get broadband, says Ygeman.
