• Gender violence: The opposition demands explanations from the Board for leaving 241 associations of assistance to the victims of machismo without subsidy

The Andalusian Government of the PP and Citizens (Cs) finalizes a legal change on the regulations governing subsidies for initiatives against gender violence and aimed at women at risk of social exclusion, after 241 such projects have was excluded from the last call for aid from the Institute of Women (IAM) of Andalusia.

This situation has generated a great controversy, in which the opposition, with the PSOE in the lead, tries to obtain revenue. On Monday, in fact, the PSOE of Cádiz has called a meeting at its headquarters to associations that have been left without aid from the IAM in this province, in which the provincial secretary of the PSOE of Cádiz and president of Cadiz Provincial Council will participate , Irene García Macías , the secretary of provincial and parliamentary organization, Araceli Maese Villacampa , and the provincial deputy of Equality, Carmen Collado Jiménez , as required by the call to which this newspaper had access.

Sources of the Ministry of Equality, directed by Rocío Ruiz (Cs), told EL MUNDO that they are already working on changing the regulations that regulate these IAM grants so that all the groups that attend can benefit, as had happened so far .

The current rule is an order dated June 28, 2016 (from the government of Susana Díaz) that does not contemplate the apportionment (a more or less balanced distribution among all the applications submitted) of the funds. However, during these years this apportionment had been carried out.

An Intervention report warned that the regulations prevented apportionment and ordered that 100% of each of the projects that had obtained a higher score be subsidized until the available credit was exhausted. In this way, the 4 million euros for grants that the AMI was going to distribute have finally gone to 71 projects and another 241 have been excluded and without public support.

But the intention of the Ministry of Equality, on which the IAM depends, is to change in 2020 the regulations governing subsidies for projects that fight for equality between men and women. In fact, the IAM is sending letters to the associations that attended the last call to offer explanations about what happened.

«We want to tell you that in order to avoid problems in future calls, we will proceed to develop new regulatory bases that are more transparent, objective, clear and consistent with Andalusian reality and that respond to the associative movement in Andalusia», includes letter sent by the IAM to the associations, with which it has already begun to meet in Seville and Cordoba.

The foundership

In any case, the sources of Equality consulted noted that, although 241 projects have been excluded in the call of the IAM, that does not imply that there are associations at risk of closure , since in these cases only part of those projects are financed, with amounts that can range from 2,000 to 5,000 euros.

In addition, 2,300 groups of women are registered in the association register of the Board that can attend the 14 lines of grants from the Ministry of Equality. The three lines of the IAM from which 241 projects have been excluded represent, therefore, only a small part of all grants to combat gender violence and promote equality offered by the Board.

Counselor Rocío Ruiz said on Saturday in Huelva that " subsidies aimed at women's associations have not been cut ," but "we are complying with the law", as established in the Intervention report.

Ruiz asked the associations to "not listen to the partisan message of the PSOE , which is using this news to break, to confront and divide this struggle that belongs to all Andalusians" and explained that "there are more formulas and many other projects to which they can choose ».

Meanwhile, the general secretary of the Andalusian PSOE, Susana Díaz, accused the Andalusian government on Saturday of provoking an "involution" in equality between men and women and said it is "an obligation to stop right in Andalusia and stop your feet in Spain ».

During his speech at the I Provincial School of Feminist Thought of the PSOE in Seville, Díaz said that the Board "has been primed with the policies of Equality, it is no longer a threat, it is not an approach."
