The text is symbolic but embarrasses President Donald Trump in the midst of a crisis with Tehran. Six days after the head of state ordered the assassination of General Qassem Soleimani, the US House of Representatives, controlled by the Democrats, adopted on Thursday January 9 a resolution aiming to limit the power of the head of state to launch military operations against Iran.

Urging Donald Trump to "end" all such action in the absence of a congressional agreement, the resolution was adopted by 224 votes for, and 194 against, with the noted support of three Republicans.

It is now up to the Senate, where the Republicans are the majority, to decide on the text. The measure will not need to be promulgated by Donald Trump to come into force if the Senate were to adopt it, which is uncertain.
