The Human Resources Authority and the Abu Dhabi Retirement Fund organized an introductory workshop for specialists in government entities with the aim of introducing the decision of the schedule of grades, salaries, allowances and allowances for employees of the Abu Dhabi government, the implementation plan for the mechanism of moving employees on the schedule, the sequence and smoothness of procedures, in addition to providing a guide for government agencies, and training their specialists on How to use the electronic system to transfer employees on the payroll, implement the practical application of that, and respond to any inquiries, in order to enable them to implement the provisions of the decision easily, and educate their employees and respond to their inquiries.

The Authority said that the value of the deduction salary has been revised in the new schedule, with the aim of including approximately 80% of the total salary for the degree within the deduction salary, on the basis of which the pension is calculated upon retirement, and thus the pension is increased after retirement.

The decision will be applied to employees regardless of the number of years of service. It will also apply to employees who wish to retire now, because the decision does not include the current retirees, and it will be applied to employees who are at their head of work only.

With regard to the proportion of the expected increase in the pension, there is no uniform rate for the increase of the pension for the employees covered by the decision, where the value of the salary subject to the new deduction for the current employees will be determined after the transfers are made on the new salary schedule, on the basis of which the expected pension is calculated and knowledge of the percentage The increase that occurred after the decision.

The Authority and the Fund endeavor to provide the necessary technical and administrative support for all government agencies included in the decision by clarifying the merits and details of the decision, as the workshop reviewed the following most important points: The application of the schedule of grades, salaries, allowances and allowances for the employees of the Abu Dhabi government begins from January 1, and about new benefits For employees, dismissal will begin after the Executive Committee’s decision to transfer all government agency employees to the new schedule, within the specified period.

The new schedule applies to all government agencies in the emirate, which have received a copy of the special circular regarding the transfer of employees of government agencies on the new salary scale, in addition to any other government agencies that will be created in the future in the Emirate of Abu Dhabi, unless its establishment law provides otherwise.

The new schedule promoted career progression opportunities for existing employees, as the main grades in the table included three sub-grades, which provided an opportunity for government agencies to reward and retain distinguished employees through a smooth transition in the same degree, in addition to the possibility of developing career development plans, and enhancing the positive spirit in government agencies .

The new schedule granted authority to the heads of government agencies to reward employees who provide distinguished work, by setting the percentage of the allowance for excellence for them, which is spent on a monthly basis in accordance with the controls specified in the guidelines issued by the Human Resources Authority for the Emirate of Abu Dhabi, and among the allowances that have also been developed in The new schedule instead of attracting, which enables government agencies to attract and attract distinguished competencies to fill jobs in all government agencies, in addition to continuing to spend the social allowance for children by 600 dirhams for each son.

The values ​​and controls of overtime work allowance and delegation allowance were also reviewed in official or training missions inside or outside the country, with the aim of motivating employees in government agencies and enabling them to perform their duties in order to achieve government goals towards promoting leadership in the work environment, and increasing the efficiency of government agency performance, and therefore, The employee who gets what he deserves financially, is expected to perform his work efficiently and productively, which is beneficial to the performance of government agencies in general, and government agencies need to be obligated to include the necessary credits to grant the above-mentioned allowances within its budget project, and not to pay any allowances Only after ensuring that its value is available within its approved annual budget.

As for the military retiree, he is entitled to a severed financial reward, provided that he is appointed on a special contract for a limited period, and in the event that the total of the retired pension and the severed financial reward are less than the total salary determined for the minimum sub-class for the job assigned to it, the remaining amount is added to the value of the severed financial reward to equal the salary The total set for the job grade assigned to it, and the military retiree is granted the allowances and benefits prescribed for the employee according to the conditions of their entitlement according to the legislation in force, and the military retiree is not entitled to the end of service gratuity.

As for civil retirees from local authorities, the provisions of Article (42) of Law No. (2) of 2000 in the matter of civil retirement pensions and bonuses for the Emirate of Abu Dhabi and its amendments shall apply to him by returning to service and deserving of the gross salary and financial allocations for the degree of the position assigned to them, while stopping the payment of his retirement pension. .

The schedule provides the new graduate with the opportunity to train in the government agency and obtain a cut financial reward according to the duration of the training program. The decision also allows the head of the government agency in the event that the graduate proves his competence during the training period to reduce the training period for the purpose of appointment, with the aim of selecting the best elements and attracting them to fill government jobs.

According to the schedule, the citizen employee is entitled to the rental loan, while the non-citizen employee appointed after the issuance of the decision is granted the annual rental housing allowance according to the job grade to which he is appointed, and the specific housing allowance for each degree.

Government agencies continue to work with the schedule of grades, salaries, allowances and allowances approved by them before the issuance of the new schedule, until the completion of the process of transferring their employees to the new salary schedule according to the period specified in the special circular regarding the transfer of government agency employees on the schedule of grades, salaries, allowances and allowances.

New wage system

The new schedule is considered a new system of wages for grades, salaries, allowances and allowances in the Emirate of Abu Dhabi, and not a reform of a pension system, as all matters related to pensions and their calculation mechanism or the values ​​subject to deduction are mentioned in Law No. (2) for the year 2000 regarding civil retirement pensions and gratuities for the Emirate of Abu Dhabi. The public treasury of the emirate shall bear the financial cost resulting from the application of the provisions of the decision, including pension obligations arising towards the Abu Dhabi Retirement Pensions and Benefits Fund.

Non-national employees

According to the schedule of grades, salaries, allowances and allowances for employees of the Abu Dhabi Government, current non-national employees will maintain the same financial allocations granted to them prior to the issuance of the indicated salary schedule.
