His Highness Sheikh Mohammed bin Rashid Al Maktoum adopted during the meeting a set of decisions that include developing the "agenda of the fifty goals" for the Emirate of Dubai during the next five years, so that it will be announced within 60 days, provided that these goals are included in the performance agreements of general managers; and the development of a new system The governance of governmental and semi-governmental companies under the supervision of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum obliges them to form boards of directors as a supreme authority to prevent the CEO from assuming the chairmanship of the board of directors, and obliges boards of directors to form committees to evaluate investments, manage risk and submit annual performance reports to the government.

The Dubai Council, chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, decided to start immediately developing a new urban plan for the Emirate of Dubai that changes the map of the quality of life in it and ensures that Dubai is the best city in living and living by providing the best global facilities for all residents; and the Council has adopted mechanisms and strategies to develop The economic system of the emirate and the addition of attracting sectors to ensure Dubai’s superiority, global competition and investment attractiveness.

The decisions adopted by His Highness in the Dubai Council also included the establishment of the "Dubai Media Council" headed by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, the Director General of the Information Office of the Dubai Government as a vice president and a delegated member, provided that the council includes: the media office, media and production cities, studios and radio networks Television, newspapers, and the Dubai TV and Film Production Commission.

Also, a position of deputy general manager has been created for all Dubai departments, a leadership program has been launched under the supervision of the Dubai Council to qualify general managers and new chief executives, and a central committee has been established to approve leadership appointments in the emirate.

These decisions aim to develop a comprehensive and integrated work system with a future vision to upgrade all areas of work and life in the Emirate of Dubai, under the umbrella of the "Dubai Council", in line with the document of January 4, 2020 announced by His Highness, pledging to continue to work on developing the Emirate of Dubai, and improving Quality of life for future generations, rebuilding institutional structures and setting new goals and targets, in order to ensure real transformations in the Emirate of Dubai that maintain their superiority and leadership in the region and the world.

His Highness Sheikh Mohammed bin Rashid Al Maktoum said: "We have approved the development of a plan of fifty goals for Dubai within the next five years. We will announce it within 60 days ... His Highness affirmed that "the formation of the Dubai Council is the beginning of a series of positive changes in the emirate in proportion to the regional and global conditions .. His Highness concluded: "The Dubai Council will remain flexible to add any new development paths and its function is to make major transformations in the emirate and to follow the general development movement of the Emirate regionally and globally."

The meeting was attended by members of the Dubai Council, led by His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Aviation Authority, Supreme President of the Emirates Airlines Group, and Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chair of the Culture and Arts Authority in Dubai, and Secretary General of Dubai Council Muhammad Abdullah Al Gergawi.

Agenda fifty goals in five years

The Dubai Council also approved, among other decisions, the adoption of a new model for the governance of government and semi-government companies, under the supervision of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum. The new corporate governance system obligates all companies to form boards of directors as supreme authority, so that the CEO is prevented from assuming the chairmanship of the board of directors, and boards of directors are obliged to form committees to evaluate investments, manage risk, and submit annual performance reports to the government. The tasks of the Dubai Media Council include setting a comprehensive strategic vision to create qualitative leaps in the media impact in the emirate, in a way that serves its national agenda, uniting efforts and energies to bring about a real change in the media landscape, and affirming its reputation as a cultural and economic metropolis, a center for money and business, and an attractive point for talent and expertise and an incubator for development and innovation, and that In a way that guarantees the achievement of economic, investment and social returns.

Dubai Media Council seeks to enhance Dubai's media competitiveness and its ability to respond to all changes and keep pace with them and benefit from its results and data, and adapt them to achieve the vision of the emirate in the media sector with all its spaces and channels, so that Dubai remains a leading center for the production and development of qualitative media content in the region, with the Dubai Media Council striving within His five-year plan to expand the horizon of attracting major media institutions in the world in order to take Dubai as a regional center, thanks to Dubai's advanced technical infrastructure and the facilities it provides to those with talent and innovative projects in this field.

A comprehensive urban plan

In a related context, the Dubai Council approved the start of work on preparing a comprehensive urban plan for the Emirate of Dubai, and the Commissioner for Infrastructure and Quality of Life was mandated to start immediately preparing the plan, and develop a comprehensive vision to achieve leaps in the quality of life in Dubai.

The comprehensive urban plan aims to make Dubai the best city for life, as it meets all the requirements for quality of life, and defines the future requirements and needs of citizens ’lands, developers’ lands and development lands in the Emirate of Dubai.
