This year, more than 10,000 social service workers who received a Class IV Supplement for Military Service, or 'public interest' youth, receive military service exemptions. As soon as they are exempted, those who have faithfully fulfilled their defense duties as active duty or social service personnel will feel a great loss. But even those who have been exempt from waiting for three years can't be upset. It would have been a long wait for three years to be unproductive, and the stigma of military service is a barrier to social life.

It may be easy to bring more social workers to work in public institutions, social services, etc., but it's not easy. This is because the salary of social service workers is required to be paid by the working agency. As a result, we have to blame the Department of Defense and the Military Service for failing to predict military supply and demand.
● Soaring public interest exemption after strengthening medical examination standards

If you get 1 ~ 3 on the physical examination, you are in active duty, and 4th grade is for supplementary workers, or social workers. Level 5 is a war station and level 6 is exempt, but war station is convened only when a war breaks out.

Targets for good demand and supply forecasts are Grades 1-4. In the 2010s, however, the number of active duty soldiers increased. The desire to go to active duty was not able to enlist in the wanted time was high.

The military's countermeasure was to strengthen physical examination standards. The idea was to strengthen the standards of educational attainment and physical condition and to refine or reduce the number of active persons. This measure has been applied since the physical examination in 2015.

As a result, the number of active officers in level 1 and 3 has decreased. Instead, there was a balloon effect that increased the level 4 supplement. In 2014, there were less than 20,000 judges in the supplemental area, compared to 44,000 in 2018.

That's good so far, but the Pentagon and the Armed Forces haven't secured a public agency to take a supplement and work as a social worker. I couldn't afford the fourth grade that poured out the demand for the institution like a dry towel.

As a result, those who couldn't find a place to serve were exempted from 11 in 2016, 90 in 2017, 2,313 in 2018, and 11,457 in 2019. The military said it will send exemption notices to more than 9,000 people in January and 1,300 people in July.
● All grumpy 'public interest exemption'

Looking at 10,000 people exempt from public interest is inconvenient. In particular, the sense of loss felt by active duty members in front of them is inevitable. In the Korean dictionary, the opposite of active duty comes out as a reserve, but the opposite of active duty is exempt based on the MMA physical examination standards. For active duty, exemption is an envy and a dream that can't be achieved.

However, the exemption after a three-year waiting period for 'Bokbokbok' is slightly different from the general exemptions in Levels 5 and 6. This is a waiver after three years of obscurity, with the feeling of being "hid in the spring" in winter and "in the summer" in spring. Those three years may not have been perfect time, and as a non-military soldier in the future, you will have to suffer a lot of damages.

A military official said, "It's much better to serve coolly and get qualified for military service in those days, rather than to spend three years waiting for a long time."

Now is the time to worry about the lack of military resources due to the population cliff. The Pentagon intends to ease the physical examination standards and increase the number of active level 1 ~ 3 personnel. The number of exemptions from Level 4 Supplemental and Long-term Waiting will likely decrease. However, the failure to manage military resources by the Pentagon and the MMA, which has resulted in disgusting everyone, is a big disappointment.
