The head of the department explained that in the summer of 2019, during a flood in the Amur Region, the Ministry of Emergencies was faced with the problem of the refusal of the local population to evacuate.

“We were forced to keep special equipment, boats with rescuers in such territories, although they were urgently needed elsewhere,” he added.
