24 December 2019 "Market logic and State intervention can coexist perfectly, precisely because there are market failures in which the State not only can, but must intervene". Economy Minister Roberto Gualtieri says this in an interview with Repubblica.

"State and market can coexist precisely to make the market work better and, moreover, it is what happens in all the large advanced countries. We do not want to subsidize inefficiencies but, when necessary, to promote investments and innovation in strategic sectors From this point of view, the formula of mixed public-private shareholding has also proved its worth in the context of privatizations. The most important Italian multinationals are still publicly owned companies ", he adds.

The minister anticipates, therefore, possible public interventions under discussion, even if of a different nature: from public participation in Ilva, to Alitalia, to the rescue of the Banca Popolare di Bari. As regards Taranto, for example, the minister notes that, if the negotiation is successful, ArcelorMittal "will advance all the rental fees of the plant and we will transform this credit into shares of the new Ilva which will remain based on a large international group".

As for Alitalia, "the goal is to relaunch the company in the context of a market solution in comparison with international operators, which may also include the involvement of Railways to enhance the intermodality of transport, suggests Gualtieri, who underlines also: "from Brussels, however, there is more attention both to issues related to the role of public policies - as the Juncker investment plan first shows and now to the new Commission's 'green' plan - and to the need to reconcile the needs of the competition with those to encourage the growth of companies that can compete globally ".

Tax and reforms
"We want to make the taxation fairer and simpler - Gualtieri points out to Repubblica - To achieve this goal, an overall review of the tax system that takes into account different taxes is necessary in order to create an organic and harmonious system, which is lighter for medium and low incomes. In this context, we also aim to completely eliminate the remaining safeguard clauses ".

And on tax evasion, he highlights that "we have launched very incisive measures to combat tax evasion, ranging from abuse in the administration of labor, to undue compensation, from fuel fraud to the crossing of data in respect of privacy up to incentives to reduce the use of cash.
