The law proposes to establish a norm of the cell area in a pre-trial detention center of at least 4 square meters. m. for each child under the age of three years, if he is in the cell with his mother.

In addition, pregnant women and mothers with children are not allowed to be in the same cell with other women.

The authors of the bill, including Valentina Matvienko, speaker of the Federation Council, believe that such a measure will favorably affect this group of convicts.

In July, the Federal Service for the Execution of Sentences (FSIN) and the Council for the Development of Civil Society and Human Rights (HRC) proposed improving conditions in pre-trial detention centers as part of the execution of instructions from Russian President Vladimir Putin.

In particular, it was proposed to prohibit the detention of pregnant women, mothers of children under three years of age, and disabled persons of groups I and II who did not commit particularly serious crimes.
