In Abakan (Khakassia), the Investigative Committee checks the death of 73-year-old Arkady Maximov in the entrance of a residential building. A pensioner, finding himself without a roof over his head, did not wait for officials to provide him with social housing.

“According to preliminary data, in October 2019, the body of a 73-year-old pensioner with no signs of life was found on the landing in the entrance of the house on the Krylova street in Abakan. It was established that the man had previously lived in one of the apartments of this entrance with his cohabitant, however, after her death, the woman’s relatives asked the pensioner to leave the apartment in April 2019, ”RT reported to the republican administration of the UK.

A few months later, in August 2019, the man returned to the same staircase and began to live there on a site between floors. Neighbors undertook to help him solve the housing problem.

“After the residents of the house appealed, the pensioner was assisted in collecting the package of documents, however, the man was not provided with temporary housing on time because of the need to comply with the procedure established by current legislation to place citizens in social institutions. According to the conclusion of the forensic medical examination, the man died as a result of acute pulmonary heart disease, ”the department said.

Right before Maximov’s death, local journalists managed to report on his life in the entrance. Then the man was ready to shelter the local House of Veterans — all that was needed was to go through a medical examination and pass paid tests. Maximov told reporters that he goes to hospitals all day and believes that he will succeed.

“I was born on Victory Day on May 9, 1945 and can cope with all the difficulties. I’m running to the doctors to undergo the necessary examinations, ”said a cheerful pensioner in a story that aired on local television after his death.

A man ate in a cheap dining room, located a kilometer from the house, but often fed the man and local pensioners. Maximov also regularly visited the city bath. On the windowsill of the entrance of the pensioner were household items, watches. Before retiring, Maximov worked as a locksmith in a trolleybus depot.

The Glaring Case

Even when a man who was left without a roof over his head was alive, the prosecutor’s office understood his situation. According to the results of the audit, it turned out that the Government of Khakassia and the Ministry of Labor and Social Protection of the Republic did not properly provide social services to citizens and did not provide social protection.

“In the Republic of Khakassia, there is no legal regulation of the provision of urgent social services in the form of assistance in obtaining temporary housing for those in need of the indicated services: for people without a fixed place of residence, who do not have identity documents and a medical certificate,” RT said. As explained in the supervisory authority, under current law, to accommodate a person in a difficult life situation, at the time of registration at the hotel you must provide a passport and a medical report on the state of health. The pensioner did not have these documents and during their execution he was forced to live in the stairwell.

“An artificially created legal vacuum in this sphere of legal relations led to a flagrant case, expressed in a gross violation of the rights of a 73-year-old pensioner, who, due to the current life situation, was left without a fixed place of residence. Recovering a lost passport and issuing a medical report took more than 45 days. Before the state guaranteed assistance, the pensioner died, ”Votyakova told RT.

On the fact of violations revealed during the audit, the prosecutor of the republic made a submission to the head of Khakassia, Valentin Konovalov, on eliminating violations of the law on the basics of social services for citizens.

The press service of the Government of Khakassia on Wednesday in an interview with RT admitted that there really are violations and that measures are now being taken to eliminate them.

The Ministry of Labor and Social Policy of the republic did not promptly comment on the situation RT, citing the limitation of the incident.
