It is noted that regulation is necessary to monitor the development of the taxi transport industry, to introduce the concept of “aggregator” - the service of ordering a passenger taxi — in the legal field due to the increase in the digitalization level of this market and its “aggregators” control by more than 60%.

“They have become well-known brands that inspire confidence in people, but at the same time they are practically not responsible for the safety of the passenger during the trip,” Turchak’s press service quotes.

According to him, the main condition for the operation of aggregators should be the introduction of joint liability for harm to the health or life of the passenger in the event of an accident or other violations.

It will allow the passenger to demand compensation of up to 2 million rubles “from both the carrier and the taxi order service”.

He noted that the project provides for the right of self-employed citizens to carry out taxi services, the financial responsibility of aggregators for the transfer of trips to taxi drivers without having permission to carry out such activities, the introduction of a requirement for taxi drivers to have a Russian driver’s license, and also to confirm the qualifications of foreigners in Russian state bodies.

It is specified that a delay of three years is provided for the transition to Russian certificates.

At the same time, to simplify the procedure for checking drivers during registration in the system, it is proposed to create regional registers of taxi permits, all aggregators will have to connect to them.
