“The draft constitutional amendments submitted by the Ukrainian president to the Verkhovna Rada categorically contradicts the package of measures and the whole essence of peace negotiations,” the Donetsk News Agency quoted Nikonorov as saying.

She noted that in the text of the document “there is not a word about giving individual regions special status”.

In addition, she said, the bill aims to “usurp power” by introducing the institution of prefects in Ukraine.

“The published draft amendments are designed to further strengthen the centralization of power and the unitarity of the state. And the representatives of Ukraine have enough ignorance to announce that this project was submitted to the Ukrainian parliament for consideration as part of the implementation of the Minsk agreements, ”the DNR Foreign Ministry emphasized.

Nikonorova also recalled that the draft law on securing the special status of Donbass should be agreed with representatives of the DPR and LPR.

Earlier on the website of the Verkhovna Rada, they presented the text of a bill on amendments to the Constitution of Ukraine regarding decentralization of power.

The document proposes to change the administrative-territorial structure of Ukraine while maintaining the unitarity of the state, introduce prefects instead of governors and deprive the city of Kiev of a special status.
