The reverse of the central government occurs just when the Board has just approved in the Andalusian Parliament last Thursday its budgets for the year 2020 with the objective of zero deficit. Andalusia has been the first community in the country to carry out its accounts for next year, amounting to 38,540 million euros, 5.4% more than those in force. Since the beginning of the legislature, the new Andalusian government set itself the goal of normalizing the "serious budgetary situation" of the Board "inherited" from the management of María Jesús Montero, as the previous PSOE executive had not approved budgets for 2019, as It would have been his obligation. Therefore, the legislature of the new Government of the PP and Cs began with the budgets extended from 2018, which have been the only ones among all the communities that fail to meet the deficit objective, the debt objective and the spending rule.

Now, the Acting Ministry María Jesús Montero warns in his letter to the Board that Andalusia «does not meet the requirements to join the Financial Facility compartment in 2020, so it will correspond, where appropriate, to join the Liquidity Fund compartment Autonomous 2020 ». For this reason, the Andalusian community "must present an adjustment plan" that includes measures that guarantee the fulfillment of the stability and public debt objectives and that is "consistent with its economic-financial plan".

This initiative of the Government of Pedro Sánchez full of "uncertainty" to the Andalusian community, could cause "cuts in sensitive matters such as health and education" and that the fiscal measures that are being implemented were reversed, said the Board. For the Andalusian Government, the decision of the Ministry of Finance is "discretionary" because the rule does not stipulate that if one year the deficit figure is breached, the exit to markets is automatically canceled.
