According to the Foreign Ministry, the Kiev military occupies the homes of civilians and uses utilities at their expense.

At the same time, the Foreign Ministry said they share the mission’s concerns about the continuing gross systematic violations by the Ukrainian authorities.

“In particular, the report refers to cases of extrajudicial killings, arbitrary detentions, solitary confinement, torture and ill-treatment of civilians in territories controlled by Kiev,” the department said.

The foreign ministry also shares the UN concern about the May 2014 murder trials in Odessa. At the same time, the report says that Moscow is not surprised by the lack of progress in identifying those responsible for the killings during the events of the “Euromaidan” in Kiev.

“All these facts testify to the inability of Kiev to show political will and conduct thorough and impartial investigations into human rights violations by members of the Armed Forces and the Security Service of Ukraine,” the Foreign Ministry said.

The department also noted the unpreparedness and clear unwillingness of the Ukrainian authorities to ensure the rights of national minorities.

“We reject the allegations of alleged ill-treatment of Ukrainian citizens by the Federal Security Service of the Russian Federation,” the report said.

The ministry called on UN experts to rely on official sources of information.
